Hello I would like to have one Male Horsea with Timid nature and Switf Swim ability.
+ Poliwag with Calm and Drizzle.
Please help me max EV for both.
If possible raise to level 50 (below 60 is best because I want to use it for progress sometimes)
If not possible to max EV without keeping them between 50 ~ 60 its fine.

Poliwag does not get drizzle, it gets swift swim and when it fully evolves into politoad, its ability becomes drizzle. I'll let you know if any swift swim poliwags become available
