Need a perfect ivs ditto with 30 ivs speed : 31/31/31/31/31/30 to breed HP ice. or anything with 30 ivs speed and can breed with Manectric

Will a 6iv work? I have one which has 31 in all six stats, is foreign, shiny, has it's Hidden Ability, has Pokérus, and is holding a Destiny Knot. More info here.

if you can spare me that one, i can use it to breed shiny pokemon , but i try to breed a 6 ivs ditto to get HP ice for the last few days, no luck, it speeds just basiclly 31 or lower than 25, mean useless, i think i need a 30 ivs ditto in speed to get the damn HP ice
